In practice that is a verified account (X Premium / blue check, or Verified Organizations) that Ads Manager will accept. We cannot place ads from an account X will not verify. X sets this bar and can change it.

Creative and posting from the issuer’s own X account. Ad spend stays in their X Ads account; they set the budget. A principal still QC’s each send. The issuer’s X account must be verified (blue check / X Premium, or Verified Organizations) so Ads Manager will accept it.
